Ingredients

1 cup uncooked long grain white rice
2 cups water
5 teaspoons white sugar
1 clove garlic , minced
1/4 cup fish sauce
5 tablespoons water
1 1/2 tablespoons chile sauce
1 lemon , juiced
2 tablespoons vegetable oil

1 pound ground beef
1 tablespoon ground cumin
1 can canned diced tomatoes
2 cups lettuce leaves , torn into 1/2 inch wide strips

Instructions

1.Rinse the rice in a strainer and place in a saucepan with 2 cups of cold water and 1 teaspoon of sugar. Bring to a boil over high heat, then reduce heat to low and let simmer for 18-20 minutes, or until rice is tender and water has been absorbed.
2.In a small bowl, whisk together the garlic, fish sauce, 5 tablespoons of water, chile sauce, lemon juice, and remaining 4 teaspoons of sugar. Set aside.
3.Heat oil in a large skillet over medium-high heat. Add the garlic and cook for 30 seconds, stirring constantly. Add the ground beef and cumin and cook for 5-6 minutes, or until beef is browned and cooked through. Add the canned tomatoes and cook for an additional 2-3 minutes.
4.To serve, place a scoop of rice in the center of each plate and top with the beef mixture. Add lettuce strips on top and drizzle the sauce over the entire dish.
