Ingredients

1/2 cup rice vinegar

1/2 head napa cabbage ( shredded ) or 1/2 head Chinese cabbage
1 large red bell pepper , stemmed , seeded , and thinly sliced
1 bunch scallion , thinly sliced on the diagonal
1 cup chow mein noodles

Instructions
