Ingredients

4 green onions
1 can chicken broth ( regular or no-salt )
vegetable oil cooking spray
2 teaspoons butter , melted
2/3 cup uncooked arborio rice
3/4 cup Brut champagne
1/4 cup water
1/4 lb bay scallop
Scallop risotto is a classic Italian dish that has been elevated to new heights by the addition of Champagne. The dish consists of creamy arborio rice that has been slow-cooked to perfection, topped with succulent bay scallops that have been lightly seared in a non-stick skillet. Instructions

1.Slice the green onions, keeping the white and green parts separate.
2.In a medium saucepan, bring the chicken broth to a simmer over medium heat.
3.In a large, heavy-bottomed pot, coat the bottom with cooking spray and add the melted butter, then the white parts of the green onions.
4.Sauté the onions until they start to soften, then add the rice and stir well to coat it in the residual cooking spray and butter.
5.Add the champagne and water and stir constantly until the liquid has been absorbed by the rice, about 3 minutes.
6.Add the simmering chicken broth, about 1/2 cup at a time, while stirring constantly, allowing each addition to be absorbed by the rice before adding more. This will take about 20-30 minutes.
7.About halfway through cooking the rice, start heating a non-stick skillet over medium-high heat. Coat with cooking spray and add the scallops.
8.Sear the scallops for 1-2 minutes per side, or until nicely browned.
9.When the rice is done, fold in the remaining green onions and divide the risotto onto plates, topping each with the scallops.
10.Serve hot.
