2 lbs medium shrimp
4 1/4 cups water
2/3 cup Spanish olive oil
1 large onion , peeled and chopped
1 large green bell pepper , cored , seeded and chopped
3 garlic cloves , peeled and minced
1/2 cup tomato sauce
1/2 cup dry white wine
1 teaspoon salt
1/2 teaspoon fresh ground black pepper
4 saffron strands , toasted in a dry skillet over medium heat for 30 seconds
1/4 teaspoon ground cumin
1/4 teaspoon dry oregano
1 bay leaf
2 cups valencia short-grain rice

Instructions

8.Cover the casserole dish tightly with aluminum foil, and bake until the rice is tender and has absorbed all the liquid, for about 60-70 minutes.
9.Once cooked, remove the casserole dish from the oven, and fluff the rice with a fork. Cover the dish, and let it rest for about 10 minutes before serving.
