Instructions

1.Peel the carrots and onion before cutting them into bite-size pieces. Cut the celery stalks into 1-inch pieces while trimming the ends. Cut the parsnips into 1/2-inch slices, if desired.
2.Preheat your stove-top pressure cooker by selecting the sauté function to heat oil, brown the pot roast.
3.Once it's browned, add the onion, balsamic vinegar, beef broth, bay leaf, celery, tomato paste, and the seasoned vegetables (carrots and parsnips).
4.Stir all ingredients thoroughly and close the lid of the pressure cooker.
5.Select the high pressure option for 30 minutes and then release the pressure naturally.
6.Open the lid of the pressure cooker and add the small red potatoes to the pot.
7.Seal the cap and cook under high pressure for another 10 minutes, then release the pressure naturally.
8.Finally, remove the bay leaf and, if necessary, add salt and pepper to taste, then serve immediately, and enjoy1
