2/3 cup buttermilk

1/2 cup frozen peas , thawed and drained
1 tablespoon fresh flat-leaf parsley , finely chopped
2 tablespoons fresh chives , finely chopped
1 egg white
1/4 cup low-fat sour cream
2 lebanese cucumbers
1 small red capsicum , finely chopped
1/4 cup water
1/4 cup sugar
1/2 cup white vinegar

Instructions
