2 lbs shrimp , rinsed , heads ripped off and reserved , bodies peeled and deveined
1 1/2 cups vegetable oil
2 cups minced garlic
2 tablespoons annatto seeds , soaked in water for 1 hour , soaking water reserved

1 cup all-purpose flour

Instructions

1.In a frying pan, fry the shrimp heads with 2 tablespoons of oil until the shells turn pink. Remove the shrimp heads from the pan and set aside.
2.Add the minced garlic to the same frying pan and fry until light brown. Drain the garlic and set aside.
3.In a separate pan, heat 1 1/2 cups of oil over medium heat. Add 2 tablespoons of annatto seeds and let it cook until the oil turns red. Remove the annatto seeds from the pan and set aside.
4.In the same pan, stir in flour and cook until it turns light brown. Add 2 tablespoons of salt, stirring constantly. Add 6 cups of water and shrimp heads, stirring until the mixture thickens and boils. Set aside.
5.Boil the rice noodles and set aside.
6.In a small pan, heat a tablespoon of oil over medium heat. Add 1 tablespoon of annatto seeds and stir for a minute. Remove the seeds from the pan and set aside.
7.In the same pan with the oil, add the minced garlic and fry until golden brown. Set aside.
8.In a serving dish, arrange the boiled noodles and pour over the shrimp sauce. Add the fried garlic, toasted chicharron, sliced green onion, quartered eggs, and lemon wedges for garnish. Serve.
