4 veal shanks
3 teaspoons vegetable oil
1/4 cup white wine
3 teaspoons olive oil
1 carrot
2 celery ribs
1/2 yellow onion
1 green pepper
4 medium mushrooms
1/2 teaspoon garlic , minced
1/2 teaspoon dried basil
1/2 teaspoon dried oregano
1/2 teaspoon dried thyme
flour , to dust
4 cups cooked elbow macaroni

Instructions
