Ingredients

1 teaspoon sweet paprika
1 teaspoon cayenne pepper
1 tablespoon white rice
3 tablespoons lime juice
2 tablespoons nam pla

1 flank steaks , trimmed
salt & freshly ground black pepper , to taste
4 shallots , sliced thin
1 1/2 cups fresh mint leaves , torn
1 1/2 cups fresh cilantro leaves
1 Thai chiles , stemmed and sliced thin into rounds or 1/2 serrano chili , stemmed and sliced thin
1 seedless English cucumber , sliced 1/4 inch thick on bias

Instructions

1.Preheat the grill to high heat.
2.In a small dry skillet over moderately low heat, toast the sweet paprika and cayenne pepper, stirring constantly, until fragrant, about 1 minute. Remove from the heat.
3.In a spice mill or coffee grinder, grind the rice to a fine powder.
4.In a large bowl, whisk together the lime juice, nam pla, water, and sugar until the sugar dissolves.
5.Season the flank steak with salt and black pepper and rub all over with the toasted spice mixture. Let the steak stand for 10 minutes.
6.Grill the steak for 8-10 minutes per side for medium-rare. Let the steak rest for 5 minutes before thinly slicing it against the grain.
7.In a small bowl, stir together the shallots, mint, cilantro, and Thai chiles.
8.In a separate small bowl, toss the cucumber with a pinch of salt.
9.Serve the grilled steak with the herb salad, toasted rice powder, and sliced cucumber.
