Instructions

1.Preheat oven to 375°F.

11.Repeat with remaining phyllo and meat mixture.
12.Arrange the cigars on a baking sheet and lightly spray with cooking oil.
13.Bake for 15-20 minutes or until the cigars are crispy and golden brown.
