Instructions

1.In a mixing bowl, combine the flour, eggs and water and mix until a dough forms.

10.Spoon 1/4 of meat mixture onto each manicotti noodle and roll up.
11.Place manicotti in a greased baking dish and cover with the remaining sauce.
12.Top with the remaining mozzarella cheese and bake until bubbly and golden brown.
