2 ounces achiote , molido ( Annatto )
1 -2 teaspoon fine sea salt
1/2 teaspoon cumin ( Comino Molido )
1/2 teaspoon Mexican oregano
1/2 cup lime juice
1/2 cup water ( optional )
4 garlic cloves , peeled
1 -2 chiles de arbol ( thin , dried chiles )

Instructions
