1/2 orange , zested

1 onion , cut into slices and separated
1 red bell pepper , cut into thin strips
3/4 cup water

Instructions

1.Combine the shichimi togarashi (if using), orange juice, soy sauce, lime juice, orange zest, lime zest, and cornstarch in a bowl, whisking until the cornstarch is completely dissolved.
2.Combine the chili powder, kosher salt, smoked paprika, brown sugar, cayenne pepper, red pepper flakes, onion powder, garlic powder, and ground cumin in a small bowl and stir.
3.Season the flank steak on both sides with the spice blend.
4.Heat the olive oil in a large pan over medium-high heat.
5.Once the pan is hot, sear the steak, making sure it is nicely browned on both sides.
