Instructions

1.Preheat oven to 400 degrees F.
2.Remove stems from dried chilies and shake out seeds, discarding them. Rinse chilies to insure no seeds are left, then dry with a towel.
3.In a large bowl mix together dried chilies, sweet peppers, and garlic with one tablespoon of olive oil.
4.Spread mixture in a single layer on a baking sheet and roast in the preheated oven until tender and the skin starts to blister, about 15-20 minutes.
5.Remove from oven and let cool. Once cooled, remove the skin from the garlic and add the roasted vegetables to a food processor.
6.Add diced tomatoes, red onion, cumin, pepper, salt, brown sugar, and cilantro to the food processor and pulse until the desired consistency is achieved.
7.Cut limes and squeeze into the salsa. Serve immediately or store in an airtight container in the refrigerator.
