1 1/2 cups shredded part-skim mozzarella cheese , divided
3/4 cup shredded parmesan cheese , divided

1/2 teaspoon pepper
1/8 teaspoon garlic powder
3 jars spaghetti sauce
1 cup water
1 package manicotti

Instructions
