Ingredients

1 tablespoon canola oil
2 large carrots , chopped
1 medium onion , chopped
1 lb extra lean ground beef
2 tablespoons Worcestershire sauce
1/2 teaspoon dried rosemary
1 teaspoon dried basil
1/2 tablespoon dried parsley
1/2 teaspoon pepper
1/4 cup tomato paste
1 cup fat free low-sodium beef broth
1 can peas , drained
2 lbs potatoes , peeled and cut into 1 inch slices
1 cup skim milk
1 tablespoon light butter
Shepherd's pie is a classic comfort food with Irish origins. Traditionally made with lamb, it has evolved into a dish made with any ground meat and vegetables, topped with a creamy mashed potato crust. This healthier low-fat version of shepherd’s pie uses extra lean ground beef, low sodium fat-free beef broth and wholesome vegetables, all baked together to create a delicious filling. Instructions

1.Preheat oven to 375°F.
2.Heat oil in a large nonstick skillet over medium heat. Add carrots and onion. Sauté until vegetables are tender and lightly browned, about 15 minutes. Transfer to a bowl.
3.Add beef to the skillet and cook over medium heat until browned, about 8 minutes. Drain any excess fat. Add Worcestershire sauce, rosemary, basil, parsley, pepper, tomato paste and beef broth. Mix well.
4.Bring mixture to a boil, reduce heat to low and simmer for 10-15 minutes or until the sauce has thickened.
5.Stir in peas and remove from heat. Spread evenly in a 2-quart baking dish.
6.Meanwhile, cook potatoes in a large pot of boiling salted water until they are tender, about 15 minutes. Drain the potatoes and return them to the pot.
7.Mash the potatoes and add milk and butter, mixing well.
8.Spread the mashed potatoes over the beef mixture. Smooth out the top with a spatula to make an even layer.
9.Bake until heated through and the top is lightly browned, about 30 minutes.
