Instructions

1.In a large skillet, heat vegetable oil over medium heat, and add cumin seeds
2.Add onion and jalapeno chile and cook over medium heat until soft
3.Add rice and mix well, continue cooking for 2 minutes
4.Add tomatoes, garlic powder, pepper, minced bell pepper, carrot, and cilantro
5.Add boiling water and stir once
6.Turn the heat to low, and simmer (covered) for 20 minutes, stirring occasionally
7.Fluff with a fork and serve hot.
