.In a shallow dish, combine the dry breadcrumbs and red pepper flakes. Dip the baguette rounds into the breadcrumb mixture, coating both sides.
.Place the coated baguette slices on a baking sheet and drizzle with olive oil. Bake for 5-7 minutes or until lightly toasted and golden brown.
.In a large soup pot, heat the olive oil over medium heat. Add the minced garlic, chopped onion, and chopped leek. Cook for 3-4 minutes or until softened.
.Add the saffron powder, bay leaf, white wine, and red wine to the pot. Stir to combine and bring the mixture to a boil. Reduce the heat and let simmer for 5-7 minutes.
.Add the cod fillets, water, beef broth, chopped tomato, and lemon juice to the pot. Stir gently to combine.
.Add 2 tablespoons of chopped parsley to the pot and stir gently. Let the soup simmer over low heat for 15-20 minutes or until the cod is cooked through.
.In a small mixing bowl, whisk together the flour and half-and-half cream. Slowly pour the mixture into the soup pot, stirring constantly to prevent lumps. Cook for an additional 5-7 minutes or until the soup has thickened slightly.
