1/4 cup plain flour

1 carrot , diced
1 celery rib , diced

1 liter beef stock ( salt reduced )
1 bay leaf
1 teaspoon dried basil leaves
2 -3 slices lemon zest
1 cup continental fresh parsley leaves , chopped
1 garlic clove , chopped
2 slices lemon zest , finely chopped

Instructions

1.Preheat the oven to 180°C.

5.In the same casserole dish, sauté the diced onion, carrot, celery and sliced garlic until the vegetables are slightly softened.
6.Add the canned tomatoes with their juice, beef stock, bay leaf, dried basil leaves and lemon zest slices.
7.Bring to the boil, stirring well, then replace the browned shanks in the dish.
8.Cover with a close-fitting lid and bake in the oven for 2-2.5 hours or until the veal is cooked.
9.In a blender, blend together the chopped garlic, chopped parsley, and finely chopped lemon zest to form a gremolata.
10.Sprinkle the gremolata over the veal shanks and serve hot.
