Ingredients

1/2 cup all-purpose flour
1/2 cup whole wheat pastry flour
1/4 teaspoon salt
2 tablespoons vegetable oil
1 tablespoon yellow mustard seeds

5 medium potatoes , peeled and quartered
1 1/2 teaspoons vegetable oil
1 medium onion , diced
1 medium carrot , diced
3 garlic cloves , minced
1 cup frozen peas
1 cup vegetable broth
2 teaspoons granulated sugar
2 tablespoons milk ( Soy milk may be substituted )

Instructions

1.In a mixing bowl, combine the all-purpose flour, whole wheat pastry flour, and salt.
2.Add the vegetable oil and yellow mustard seeds, and mix well.
3.Gradually add enough water to form a dough.
4.Knead the dough for a few minutes until smooth, cover with a damp cloth and set aside to rest for 30 minutes.
5.In the meantime, add the potatoes to a pot of boiling water, and cook until tender.
6.Drain the water, and mash the potatoes with a fork.
7.Heat the vegetable oil in a pan over medium heat, and sauté the onion, carrot, and garlic until softened.
8.Add the mashed potatoes, frozen peas, vegetable broth, granulated sugar, and milk to the pan, and stir well to combine.
9.Cook until heated through.
10.Preheat the oven to 375°F.
11.Roll out the dough to fit the size of your casserole dish.
12.Transfer the mashed potato mixture to the dish, and cover with the dough, pressing down the edges to seal.
13.Bake for 20-25 minutes, or until the top is golden brown.
