Instructions

1.Soak the tamales paper in water for about 15 minutes.
2.In a skillet over medium-high heat, cook onions and garlic until tender.
3.Add 1 can of Rotel tomatoes & chilies to the pan and cook for 5 minutes.
4.Add ground beef, red peppers or cayenne, black pepper, and salt to the skillet and cook until beef is browned.
5.In a separate bowl mix together cornmeal, chili powder, tomato sauce and remaining Rotel tomatoes & chilies. Then add this sauce to beef mixture and cook for about 10 minutes.
6.In a separate pot, bring water to a boil. Meanwhile, mix cornmeal, salt, red peppers or cayenne and chili powder together in a bowl. Add 10 ounces of tomato sauce to the mixture and stir well.
7.Add mixture to boiling water and mix well until it thickens evenly.
8.Remove from heat and let it cool enough to handle, then add 1 to 1 1/2 tablespoons masa filling to each tamale wrapper and fold closed.
9.Place the tamales in a steamer and steam for about 1 hour and 30 minutes.
