1/2 teaspoon pepper ( or to taste )
1 can tomato sauce , divided

The dish consists of tender cabbage leaves stuffed with a savory mixture of rice and ground beef, then baked in a tomato sauce until hot and bubbly. Instructions

1.Preheat the oven to 350°F.
2.Cook the rice according to package directions until tender.
3.Meanwhile, bring a large pot of salted water to a boil. Boil the cabbage leaves just until wilted, about 3-5 minutes. Drain and rinse with cold water to stop the cooking process.
4.Mix the cooked rice, ground beef, garlic salt, and pepper together in a large bowl.
5.Place about 1/4 cup of the beef mixture onto each cabbage leaf. Roll the leaf around the filling, tucking in the ends as you go, to form a neat package.
6.Place the stuffed cabbage rolls in a single layer in a large baking dish. Pour 1/2 can of tomato sauce over the top.
7.Bake uncovered for 45 minutes. Pour the remaining tomato sauce over the top and continue baking until heated through, about 15 minutes more. Serve hot.
