Instructions

1.Boil the green beans in a large pot of boiling water until tender-crisp, 3 to 5 minutes. Drain and rinse with cold water until cool.
2.Cut off the fennel stems and cut the bulb in half lengthwise. Remove the core and thinly slice the fennel. In a large bowl, whisk together the olive oil, lemon juice, anchovy, garlic, and salt and pepper until well blended.
