Empanadas De Arroz Con Leche is a traditional Mexican dessert that is typically enjoyed during the holidays, though they can be made any day of the year. This sweet pastry is made with a filling of creamy rice pudding that is flavored with cinnamon and sugar, enclosed in a crispy fried tortilla. The texture of this dessert is similar to that of a churro, but with a softer and creamier inside. Instructions

.In a medium saucepan, bring 1 1/2 cups of water and the cinnamon stick to a boil.
.Add the rice and stir well. Reduce heat and let simmer for 20-25 minutes, or until rice is fully cooked.
.Remove the cinnamon stick and add 1 1/2 cups of milk, 1/2 cup of sugar, salt, and ground cinnamon. Mix well and let simmer for another 10-15 minutes.
.In a separate shallow dish, mix together the remaining 1/4 cup of sugar and a pinch of ground cinnamon.
.To assemble the empanadas, place a spoonful of the rice pudding filling onto the center of each tortilla. Fold the tortilla in half and pinch the edges together to create a seal.
.Heat the vegetable oil in a large skillet over medium-high heat. Fry the empanadas for 1-2 minutes on each side until they are golden brown and crisp on the outside. Drain on a paper towel lined plate before serving.
