2 lbs potatoes ( russet is the best )
1 large egg , lightly beaten
1/4 cup all-purpose flour
3 tablespoons flat leaf parsley , chopped
1/2 cup dried breadcrumbs

1/2 lb ground beef
1/2 small onion
1/2 green bell pepper , finely chopped
1 garlic clove , minced
1/8 cup pimento stuffed olive , chopped
1 tablespoon raisins , chopped
1 tablespoon capers , drained
1 tablespoon tomato paste
1/2 teaspoon Mexican oregano
1/2 teaspoon ground cumin
1/2 teaspoon ground allspice
1 tablespoon olive oil
fresh ground black pepper
sherry wine vinegar
coarse salt
