1/4 teaspoon garlic , minced
1/8 teaspoon ground red pepper
1/2 lb ground sirloin
cooking spray
2 cups green cabbage , thinly sliced
4 cups all-purpose flour
2 tablespoons baking powder
1/2 teaspoon salt
1 1/3 cups water
1/4 cup honey
2 tablespoons canola oil
1 tablespoon water
1 large egg white , lightly beaten
1 tablespoon sesame seeds

Instructions

1.Preheat oven to 375°F.

3.Cook beef over medium heat until browned, around 10 minutes. Stir occasionally and break it into small pieces.
4.Once beef is cooked, add sliced cabbage and half of the green onion mixture. Cook for 8-10 minutes or until the cabbage is tender. Set the remaining green onion mixture aside.
5.In a separate bowl, whisk together flour, baking powder, and salt. Slowly add water and honey, stirring until well combined.
6.Heat a skillet with canola oil over medium heat. Scoop 1/4 cup of batter and pour it onto the skillet. Cook until bubbles form, then flip and cook until golden brown. Repeat with remaining batter.
7.For the filling, take one pancake at a time and spoon 1/3 cup of the meat mixture into the center. Roll the pancake and place it in a 13x9 inch baking dish coated with cooking spray.
8.Brush egg white onto the top of the rolls, then sprinkle sesame seeds over them.
9.Bake the rolls for 20 minutes or until golden brown and heated through.
10.Brush the rolls with the remaining green onion mixture and serve hot.
