3/4 cup skim milk
2 large egg whites

Instructions

8.Sprinkle half of the shredded cheese over the beef layer.
9.Add a second layer of the remaining beef mixture, followed by another layer of shredded cheese.
10.In a mixing bowl, whisk together flour, skim milk, and egg whites until smooth.
11.Pour the flour mixture over the cheese layer and bake for 45-50 minutes, or until golden and bubbling on top.
