Instructions

1.Preheat oven to 400°F. Grease a 9x13 baking dish with cooking spray.
2.Cut the cauliflower into bite-size florets and steam them for about 5 to 6 minutes or until they are almost tender. Set aside.
3.Melt the butter in a small saucepan over medium heat. Add the flour and whisk for about 1 minute.
4.Gradually whisk in the milk until the mixture thickens.
