1 1/2 cups all-purpose flour
1/2 cup butter , cut into pieces , plus
10 teaspoons butter
3 tablespoons brown sugar , softened , plus
3 teaspoons brown sugar , softened
1 can sweetened condensed milk
5 1/2 ounces milk chocolate

Instructions

1.Preheat the oven to 350°F.
2.Sift the flour into a bowl. Rub the butter into the flour until the mixture resembles breadcrumbs. Stir in the brown sugar and mix well.
3.Press the mixture into a buttered 9 inch square cake pan, smoothing the surface as much as possible.
4.Bake in the oven for 20-25 minutes, or until golden-brown.
