Instructions

1.Cook hamburger, bell pepper, onion, and garlic in a large skillet over medium-high heat until hamburger is browned and vegetables are tender.
2.Add in Rotel tomatoes, tomato sauce, uncooked rice, salt, basil, oregano, white pepper, black pepper, cayenne pepper, and hot pepper sauce. Stir well to combine. bring to a boil and reduce heat to low. Cover and cook for 20 minutes.
3.Add chopped cabbage and stir.
