1/8 teaspoon pepper

1 can condensed tomato soup
1 soup can water
1/2 cup raw rice ( or a tad more )
3 -4 cups cabbage , shredded

Instructions

1.Preheat oven to 375F.
2.Start by browning the beef and onion together in a frying pan until the meat is no longer pink.
3.Season with salt and pepper. Spread half of the shredded cabbage on the bottom of a casserole dish. Layer the meat mixture on top of the cabbage. Add rice on top of the meat mixture. Another layer of cabbage goes on top of the rice and then pour the entire can of tomato soup, topped with an additional soup can of water.
4.Cover with foil and bake for 1 1/2 hours. Remove foil and cook another 30 mins.
