1 tablespoon chili powder

1 can jalapenos , sliced ( reserve liquid )
1 cup of uncooked long-grain rice
1 1/2 cups beef broth
1 teaspoon chili powder

salt , to taste
2 cans refried beans
10 -15 large flour tortillas
remaining sliced jalapeno
