Ingredients

2 -3 russet potatoes
1 tablespoon olive oil
2/3 bunch cilantro , chopped
3 green onions , chopped ( the whole thing )
3/4 teaspoon salt ( or to taste )
1/2 teaspoon black pepper ( or to taste )
1/8 teaspoon cayenne pepper ( or to taste )
1 teaspoon freshly ground coriander seed
1 teaspoon turmeric
egg roll wrap
canola oil
1 bunch cilantro , bottom of stems discarded
1/2 jalapeno , sliced ( seeds removed if you like it less spicy )
1 garlic clove
1/4 teaspoon salt
1/4 cup vinegar
3 tablespoons yogurt
1/2 cup yogurt
1 teaspoon lemon juice
1 garlic clove , pressed
salt
1 -2 tablespoon water ( optional )
Boulanee (Afghani Potato Turnovers) are a popular snack in Afghanistan and are often served as an appetizer or as a side dish with a main course. The turnovers are made by filling egg roll wrap with a spiced potato mixture and deep-frying until crispy and golden brown. The dipping sauce, made with cilantro, jalapeno, garlic, yogurt, and vinegar, adds a tangy and refreshing flavor to the dish. Instructions

1.Peel and dice the potatoes, then boil them in salted water until tender. Drain and let cool completely before mashing them in a large bowl.
2.Add the olive oil, cilantro, green onions, salt, black pepper, cayenne pepper, coriander seed, and turmeric to the potatoes, and mix well.
3.Cut egg roll wrap into squares and place 1 tablespoon potato mix in the center.
4.Fold the egg roll wrap around the filling and seal the edges with a little bit of water.
5.Heat up canola oil in a pan over medium-high heat and fry the turnovers for about 2-3 minutes per side or until golden brown. Drain the turnovers on paper towels.
6.To make the dipping sauce, blend the cilantro, jalapeno, garlic, salt, vinegar, and 3 tablespoons of yogurt until smooth. Mix the blended mixture with the remaining yogurt, lemon juice, garlic, and salt. Add some water if you prefer a thinner consistency.
7.Serve the turnovers hot with the dipping sauce on the side.
