Ingredients

3 tablespoons cooking oil
1 onion , chopped
2 garlic cloves , minced
1/4 teaspoon turmeric
1/2 teaspoon ground cumin
1 1/4 teaspoons salt
1/4 teaspoon fresh ground black pepper
1 1/2 cups long-grain rice or 1 1/2 cups arborio rice
2 3/4 cups water ( we used vegetable broth ) or 2 3/4 cups vegetable broth ( we used vegetable broth )
1 bay leaf
2 pinches ground oregano
1 2/3 cups drained and rinsed canned black beans ( from one 15-ounce can )
1/2 yellow bell pepper , chopped
1/2 orange bell pepper , chopped
2 tomatoes , diced
1 tablespoon wine vinegar
1/4 cup chopped fresh parsley
1 lime , quartered , for serving ( optional )
Black-Bean and Yellow-Rice Salad is a popular dish in Latin American cuisine, often served as a side or a main course. Instructions

1.Heat 2 tablespoons of oil in a medium saucepan over medium heat.
2.Add the onion and sauté until translucent, about 5 minutes.
3.Add the garlic, turmeric, cumin, 1/2 teaspoon of salt, and black pepper; sauté for 1 minute.
4.Add the rice and sauté for 1 minute.
5.Add the water/broth, bay leaf, and oregano; bring to a boil.
6.Reduce heat to low, cover, and simmer until the rice is tender and the liquid has been absorbed, about 20-25 minutes.
7.Remove from heat and let cool.
8.Meanwhile, in a large bowl, mix together the remaining tablespoon of oil, vinegar, and 3/4 teaspoon of salt.
9.Add the black beans, yellow and orange bell peppers, tomatoes, and parsley; mix well.
10.Add the cooled rice and mix until everything is well combined.
11.Serve with lime wedges on the side (optional).
