5 carrots

Instructions

1.Combine the sliced beef, soy sauce, cornstarch, and pepper in a bowl.
2.Heat a wok or large skillet over high heat, add 1 tablespoon of vegetable oil and cook the beef, stirring occasionally, until browned. Remove from wok or skillet and set aside.
3.With the same wok or skillet, add 1 tablespoon of vegetable oil and stir-fry the garlic until fragrant. Add sliced carrots and stir-fry until slightly tender, about 2-3 minutes.
4.In a small bowl, mix the rice vinegar, sesame oil, sugar, and orange juice/zest until well combined. Pour the sauce into the wok or skillet and stir-fry until it thickens.
5.Add the cooked beef back into the wok or skillet and toss everything together.
6.Sprinkle with thinly sliced green onions and serve with rice.
