1 tablespoon whole black peppercorn , coarsely crushed

2 teaspoons chopped fresh tarragon ( or 1/2 teaspoon dried tarragon leaves )
1 teaspoon capers , chopped
2 teaspoons canned green peppercorns , drained
1/2 teaspoon dry mustard
1/2 cup tarragon vinegar
1/2 cup oil
1 pinch sugar

Instructions

1.Preheat the oven to 400°F (200°C).
2.Rub the crushed peppercorns onto the beef roast and allow it to sit for 10 minutes.
3.In a large skillet, melt the butter with 2 tablespoons of oil over high heat. Sear the beef on all sides, then transfer to a roasting pan.
4.Place the roast in the oven and roast for 15 minutes for rare meat, 20 minutes for medium rare, or until the internal temperature reads 135°F (57°C) on a meat thermometer.
