3 cups all-purpose flour

1 cup milk , warmed
1/3 cup corn oil
2 tablespoons corn oil , for frying
2 medium onions , chopped
1 lb ground beef or 1 lb ground lamb
1 tablespoon ground cumin
1 tablespoon salt
1 teaspoon black pepper

Instructions

1.Combine flour, baking powder, sugar and salt in a large bowl.

7.Roll out the dough thin (around 1/4 inch thick).
8.Use a circular cutter to cut as many circles as possible.
9.Take one circle at a time and put a spoonful of the meat mixture in the center.
10.Fold the circle in two and pinch the edges of half-circles together.
11.Heat oil in a deep frying pan over high heat. Once hot, add the samboosak to the pan in batches, deep-frying until golden brown for 2 to 3 minutes.
12.Drain on paper towels and serve.
