1 green pepper , deseeded and diced
6 green onions , chopped
1 can cream of mushroom soup
1 can cream of chicken soup
1/2 cup milk
1/2 cup monterey jack cheese , grated
1/2 teaspoon black pepper ( or to taste )
1 lb penne
