16 -20 cloves , 2 per onion

Instructions

1.Cut the root and stem end of the onion, and then peel them. Slice off the top of the onion, but do not cut too deeply as you want to keep the onion in one piece.
2.Place the onions in a pot and add water to cover the onions. Add the 2 cloves of garlic, thyme, bay leaf, unsalted butter, salt, and pepper and bring mixture to boil. Reduce heat and simmer for 25-30 minutes.
3.Remove the onions from the water and place into a buttered baking dish.
4.Preheat oven to 350°F.
5.In a saucepan, melt 2 tablespoons of unsalted butter over low heat. Add 2 tablespoons of flour and whisk, cooking until it becomes a light, golden color.
6.Slowly add in 1 1/2 cups of the onion cooking water and milk.
7.Bring to a boil, stirring constantly.
8.Remove from heat and pour over the onions.
9.Sprinkle breadcrumbs and grated cheese on top of the onions.
10.Bake for 20-25 minutes until it turns golden brown.
