6 medium potatoes
6 slices bacon
1 medium onion , chopped
1 cup chopped celery
1 1/2 tablespoons flour
2 tablespoons sugar
1/4 teaspoon pepper
1 teaspoon salt
1/4 cup apple cider vinegar
1 cup water

Instructions
