Instructions

.Preheat oven to 350 degrees F (175 degrees C).
.In a large pot, combine the brown rice, water, and 1 teaspoon of salt. Stir to combine and bring to a boil over high heat. Reduce heat to low, cover, and simmer for 30-40 minutes, or until the rice is tender.
.Meanwhile, in a large skillet, sauté the onions in vegetable oil over medium heat until softened, about 5 minutes. Add the dill, marjoram, 1/2 teaspoon salt, 1/2 teaspoon pepper, paprika, and garlic. Cook for an additional 2-3 minutes.
.In a large bowl, combine the cooked rice, onion mixture, eggs, breadcrumbs, and parsley. Mix well.
.Bring a large pot of water to a boil. Carefully remove the outer leaves of the cabbage, one at a time, and place them in the boiling water for about 3 minutes, or until they have wilted and are pliable.
.Remove the leaves from the pot and let them cool slightly. Cut off the tough stem ends.
.Place about 1/2 cup of the rice mixture on each cabbage leaf. Roll up tightly, tucking in the ends as you go. Secure the rolls with a piece of string or toothpicks.
.Place the cheesecloth in a roasting pan. Arrange the cabbage rolls on top of the cheesecloth.
.In a separate bowl, combine the tomatoes, vermouth, beef broth, tomato paste, sugar, 1/2 teaspoon salt, and 1/4 teaspoon pepper. Mix well and pour over the cabbage rolls.
.Cover the roasting pan with aluminum foil and bake for 2 hours.
.Remove the foil and bake for an additional 30 minutes or until the sauce has thickened and the cabbage is tender. Serve hot.
