Ingredients

1 lb lean stewing beef , cubed
1/2 cup flour
2 tablespoons oil
1 large onion , sliced
2 minced garlic cloves
1 tablespoon brown sugar
4 teaspoons red wine vinegar

1 bay leaf
1/4 teaspoon thyme
1/4 teaspoon black pepper
1 cup beef broth or 1 cup stock
12 ounces dark beer
1 cup flour
2 teaspoons baking powder
1/4 teaspoon salt
1 tablespoon butter
2/3 cup milk

Instructions

1.Toss beef cubes with 1/2 cup of flour until coated. Shake off excess flour. Set aside.
2.In a large Dutch oven, heat oil over medium-high heat. Add beef and brown on all sides for 5-10 mins until crisp on the surface. Once done, remove from the pan and set aside.
3.In the same Dutch oven, sauté the onion and garlic until softened for about 5 mins. Add the brown sugar and red wine vinegar and stir the mixture for 1 min or until sugar is melted.
4.Add the parsley, bay leaf, thyme, pepper, beef broth and beer, and stir the mixture well. Add the browned beef. Bring to a boil then reduce the heat to low, then cover and simmer for 2-1/2 hours or until beef is tender.
5.In a mixing bowl, whisk the remaining flour, baking powder, and salt. Cut in the butter until crumbly. Stir in the milk just until the mixture is moistened.
6.Drop by tablespoonfuls onto the simmering stew. Cover and simmer for 20 mins., or until a toothpick inserted in a dumpling comes out clean. Remove the bay leaf before serving.
