Instructions

1.Preheat oven to 350 degrees F (175 degrees C). Grease muffin cups or line with paper muffin liners.
2.In a large bowl, sift together 2 1/2 cups flour, 2/3 cup cocoa, 1 1/4 teaspoons baking soda, 1 teaspoon salt, and 1/4 teaspoon baking powder. Add 1 2/3 cups sugar, 2/3 cup butter, 1 1/4 cups water, 1 teaspoon vanilla extract, and 2 eggs; beat well. At this point, stir in 2 cups of chocolate chips with 2 tablespoons of all-purpose flour.
3.Fill muffin cups 2/3 full with batter. Bake for 17 to 22 minutes, or until a toothpick inserted into the center of a cupcake comes out clean. Allow cupcakes to cool.
4.While cupcakes are cooling, beat 1 cup butter until creamy. Mix in 2 teaspoons vanilla extract and 3 drops of green food coloring if desired. Gradually beat in 3 cups confectioners' sugar until mixture is smooth and creamy. Spread frosting on top of cooled cupcakes.
