Ingredients

3 tablespoons butter , divided

1 1/2 lbs idaho potatoes , peeled and quartered ( about 2 medium potatoes )
3 cups low sodium chicken broth
3 cups water
1 1/2 cups milk

salt , to taste
fresh ground black pepper , to taste
cayenne pepper , to taste
3/4 cup grated gruyere cheese ( about 6 ounces )
2 teaspoons hot paprika
2 scallions , white and green parts , finely sliced

Instructions
