4 whole artichokes , trimmed and coarse outer leaves removed
8 large cloves garlic , chopped
1 tablespoon salt , or to taste
1 tablespoon ground black pepper
1/4 cup grated Romano cheese
1 bunch flat-leaf parsley , leaves torn
1/2 cup peanut oil
