2 tablespoons water
1 cup all-purpose flour
1 1/2 teaspoons baking powder
1/4 teaspoon salt
2/3 cup low-fat buttermilk
1/4 cup low-fat cheddar cheese
1 tablespoon chopped fresh parsley

Instructions
