12 ounces flank steaks , cut into 2-inch wide strips with grain , then sliced across grain into 1/8-inch-thick slices

1 teaspoon cornstarch
3 medium garlic cloves , minced ( about 2 tablespoons )

1 tablespoon black bean sauce
1/4 - 1/2 teaspoon red pepper flakes
2 tablespoons vegetable oil
1 large onion , halved and cut into 1/2-inch wedges
10 ounces snow peas , ends trimmed and strings removed ( about 4 cups )
2 tablespoons water

Instructions

1.In a small bowl, whisk together 1 tablespoon of soy sauce, 1 teaspoon light brown sugar, and thinly sliced beef. Set aside.
2.In a separate bowl, whisk together tangerine juice, tangerine zest, sesame oil, and cornstarch.
3.Heat a large skillet or wok over high heat until it begins to smoke.
4.Add 1 tablespoon of vegetable oil, swirl to coat the bottom of the skillet, and add garlic, ginger, black bean sauce, and red pepper flakes. Stir-fry for 30 seconds until fragrant.
5.Add the marinated beef and stir-fry until browned, about 2-3 minutes. Remove beef from the skillet and set aside.
6.Heat the remaining oil in the skillet and add onions. Stir-fry for 2-3 minutes until softened and slightly browned.
7.Add snow peas to the skillet and stir-fry for 1-2 minutes until bright green and tender-crisp.
8.Add 2 tablespoons of water to the skillet, cover, and cook for 1-2 minutes until vegetables are tender.
9.Return the beef to the skillet and pour in the tangerine juice mixture. Stir-fry for an additional 1-2 minutes or until the sauce has thickened and coats all the ingredients. Serve hot with white rice or noodles.
