Instructions

1.Preheat your oven to 325°F.
2.In a large ziplock bag, combine flour, salt, and pepper. Add the beef cubes and toss till well coated.
3.Heat the oil in a large skillet over medium-high heat. Brown the beef in batches, and transfer to a large baking dish.
4.In a saucepan, combine the bouillon cubes, onion, celery seed, water, tomato sauce, and brown sugar. Bring to a boil and pour over the beef cubes.
5.Bake uncovered for 2 hours.
