1 large reynolds oven roasting bag
2 tablespoons flour

1 teaspoon orange zest
1/2 teaspoon crushed red pepper flakes
2 lbs beef top round roast , 1-inch thick
1/4 cup sliced green onion
hot cooked rice ( optional )

Instructions

1.Preheat the oven to 350°F.
