Ingredients

1 lb beef flank steak , fat trimmed
3 dried New Mexico chiles or 3 california chilies , rinsed , stemmed , seeded and cut into pieces ( each about 5 by 2 in . )
6 tablespoons lime juice
1 tablespoon minced garlic
1/2 teaspoon cayenne
1/2 teaspoon salt
2 cups brown rice
1 tablespoon canola oil
1/2 lb red bell pepper , rinsed , stemmed , seeded and thinly sliced lengthwise ( about 1 )
1/2 lb yellow bell pepper , rinsed , stemmed , seeded and thinly sliced lengthwise ( about 1 )
1 red onion , peeled and slivered lengthwise
1/4 cup chopped fresh cilantro

Instructions

1.Season the flank steak with 1/4 teaspoon of salt and leave it aside.
2.Place the dried chiles in a heatproof bowl and pour 1 cup of boiling water over them.
3.Let it stand for 10 minutes then drain the chiles.
4.In a blender, puree the chiles, lime juice, garlic, cayenne, and 1/4 tsp of salt.
5.Place the flank steak on a plate and coat both sides with the mixture. Cover and refrigerate for 20 minutes.
6.Preheat oven to 350 degrees.
7.Place the brown rice and 4 cups of water in a saucepan and bring to a boil. Reduce heat and let it simmer for around 40 minutes until rice is cooked.
8.Heat oil in a large skillet over high heat.
9.Add red pepper, yellow pepper, red onion, and 1/4 tsp of salt. Cook for 5 minutes; then set aside.
10.Place flank steak on heated grill or grill pan. Cook for around 15 minutes or until internal temperature reaches 130 degrees for medium-rare.
11.Once cooked, let it rest for 10 minutes. Then, thinly slice the steak across the grain.
12.Spoon the rice on a platter, add the pepper and onion mixture, and the sliced steak. Sprinkle with cilantro.
